InSteam Library -> on the Game -> Properties->DLC-> remove the tick under "Install" on the "Anno 1404 - History Edition - Uplay Activation" . I also did the "DirectXVersion 9" tweak (not sure if this helps) and also disabled the Steam in-game overlay (just in case). The game now runns as expected.
Ubisoftwill be making Anno 1404 History Edition free to download and keep forever, but only for a short time. The giveaway falls within Ubisoft's 35th anniversary and includes the Anno 1404

Considering the Anno 1404 History Edition includes the Venice addon, and that this addon is the very same original game with some extras, why does Steam complicate matters by offering to run the old (non-addon) game instead of always launching the Venice
